There is not a family in this city that has not been touched by drug abuse. We must create a more intelligent approach to addressing nonviolent drug offenders so it does not overwhelm the system. Our schools must be sanctuaries for our children. They must be safe from violence, from bullying, and from the outside influences that stifle education."
